I've created a template with an {attachment-data} macro, but without the 'required=true' option specified.

If I edit a page based on this template, and there are attachments on the page (thus creating a drop-down list to select from), then I cannot save the page unless I select an item from the list. It is not possible to save the page with the empty option (the top item in the list) 'selected'.

I also get this problem when I add the macro on a site having no attachements

I've confirmed this bug. Currently it's scheduled to be fixed in 3.1.0, which will hopefully be compatible with both Confluence 2.8 and 2.9.
